A contested case follows a published path: a Statement of Reasons, the government's written list of its concerns (an SOR), a written answer, a hearing or a decision on the written record, the judge's decision, and in some cases an appeal.

Names come from the decisions themselves. Counsel appear only where the published decision names them, and an outcome belongs to the whole case rather than to any one participant. Descriptive of decided public cases, never a prediction, a ranking, or advice. The judges who decided these cases are in the judge directory.
