In plain terms

This is the judge's written ruling. It states, for each concern in the SOR, whether the finding is for or against the applicant, and gives an overall result: granted or denied. After a hearing, the transcript usually arrives 2 to 6 weeks later, and the decision about two months after the hearing.

If it is favorable

Eligibility moves forward; the favorable-outcome card covers the paperwork that follows.

If it is unfavorable

It is not necessarily final. Either side may appeal to the DOHA Appeal Board. The notice of appeal must be received within 15 days of the date on the decision. The appeal card explains what that review can and cannot do.
