Time since the conduct

The security guidelines treat the passage of time as relevant but set no fixed interval. This page measures the decided record: for every case that dates its most recent incident, the years between that incident and the decision, split by how the case was resolved. Every figure counts measured concerns rather than people, because a case measured under two concern types counts once under each. The length of the process itself is measured separately on measured timelines.

By specific incident type

The same measurement, cut by the specific kinds of incident a case alleged. A row reads as follows: among decided cases involving a DUI, the years between the last such incident and the decision, in the cases that were granted and in the cases that were denied.

Only incident types with at least 100 dated cases are shown. The time measured runs to the most recent incident of that concern in the case. Each link opens the decided cases behind the number.

How these numbers are measured

Scope: decided hearing-level industrial cases in the public DOHA record, across six incident-shaped concern types (drugs, alcohol, criminal conduct, sexual behavior, protected information, and misuse of information technology). For each case the date of the most recent conduct is read from the decision text itself, and every extracted date must be backed by an exact quote from the decision containing that date. Anything the text does not date is counted as undated rather than guessed.

A case counts as granted or denied by the decision’s own overall outcome, using the same two words as the rest of the site. Dates anchor to the incident, the arrest, or the charge. Where a decision dates nothing but the conviction, the conviction date stands in, which tends to understate the time passed. Dismissals, sentencing, and firings never count as conduct dates. Concern types that are ongoing situations rather than incidents (debts, diagnoses, family ties) are deliberately not measured this way. When only a year is stated, mid-year is assumed, and a small number of cases with defective decision dates are excluded. Time is measured to the decision date, not to today. Percentages are printed only where a band holds 50 or more measured concerns; smaller bands print the raw counts, and † marks bands under 20.

An association, not proof of cause: the groups being compared differ in many ways. More time passing is usually accompanied by other changes. The rules the judges apply are described in the 13 guidelines.

Reading the statistics

  • Granted = access granted or continued; Denied = denied or revoked.
  • Grant rate = granted ÷ (granted + denied).
  • † marks figures based on fewer than 20 cases, too few to be reliable.
  • Hovering any rate shows its statistical range (a 95% confidence interval).
  • Figures are descriptive counts over decided, public DOHA ISCR decisions, never predictions or assessments of any pending case.
